UNESCO Ba\u015fkan\u0131 Koichiro Matsuura bu konferansta yapt\u0131\u011f\u0131 konu\u015fmada; &#8220;dilin bireyin kimli\u011fiyle derinden ili\u015fkili oldu\u011funu&#8221; belirtip, 6 bin dilin yar\u0131s\u0131ndan fazlas\u0131n\u0131n yok olma tehlikesiyle kar\u015f\u0131 kar\u015f\u0131ya oldu\u011fu uyar\u0131s\u0131nda bulundu.<br>***<br>Dil, duygu ve d\u00fc\u015f\u00fcnceleri a\u00e7\u0131k\u00e7a g\u00f6stermeyi m\u00fcmk\u00fcn k\u0131lan her t\u00fcrl\u00fc i\u015faret sistemidir. Bilin\u00e7 i\u00e7eriklerini, duygular\u0131, arzular\u0131, d\u00fc\u015f\u00fcnceleri tutarl\u0131 bir anlam \u00e7er\u00e7evesi ya da modeli i\u00e7inde ifade etme yolu ya da y\u00f6ntemini tan\u0131mlar.<\/p>\n\n\n\n<p>Dil dedi\u011fimiz, a\u00e7\u0131klama becerisi normal bir \u00e7ocukta do\u011fu\u015ftan vard\u0131r, ama geli\u015ftirilmeye muhta\u00e7t\u0131r. Geli\u015ftirilmedi\u011fi zaman ilkel bir g\u00f6r\u00fcn\u00fcmde, ancak baz\u0131 seslerin \u00e7\u0131kar\u0131lmas\u0131na olanak verecek basitlikte kal\u0131r; geli\u015febilmek i\u00e7in, hem bireyin, hem toplumun \u00f6zel \u00e7abas\u0131n\u0131 gerektirir. Dilin geli\u015fimi, bilincin geli\u015fmesine tan\u0131kl\u0131k eder.<\/p>\n\n\n\n<p>Dil toplumsal bir olgudur. Her dilin bir mant\u0131\u011f\u0131 vard\u0131r. Dillerin yap\u0131lar\u0131 ve evrimleriyle kar\u015f\u0131la\u015ft\u0131rmal\u0131 ara\u015ft\u0131rmay\u0131 Dilbilim yapar.<\/p>\n\n\n\n<p>Dil Bilim denilince, ilk akla gelen isim \u0130svi\u00e7reli Ferdinand de Saussure (1857-1913) ve me\u015fhur eseri Genel Dilbilim Dersleri ak\u0131la gelir. Saussure bu kitab\u0131nda dilbilimin konusunu ve di\u011fer bilimlerle ili\u015fkisini a\u00e7\u0131klar. O&#8217;na g\u00f6re dilbilimin \u00e7abalar\u0131:<br>a)Ula\u015fabildi\u011fi t\u00fcm dillerin tan\u0131t\u0131lmas\u0131n\u0131 ve tarihini ortaya koymak; buna g\u00f6re dil ailelerinin tarihini belirlemek ve olabildi\u011fince her dil ailesinin ana dillerini g\u00f6stermek,<br>b)T\u00fcm dillerde s\u00fcrekli ve evrensel bir bi\u00e7imde etkin olan g\u00fc\u00e7leri ara\u015ft\u0131rmak ve tarihin t\u00fcm \u00f6zel olgular\u0131n\u0131n indirgenebilece\u011fi genel yasalar\u0131 ortaya koymak,<br>c)Kendi s\u0131n\u0131rlar\u0131n\u0131 \u00e7izmek ve kendi tan\u0131m\u0131n\u0131 yapmak.<\/p>\n\n\n\n<p>Saussure&#8217;e g\u00f6re, her dil, kendi \u00f6zellikleri i\u00e7inde apayr\u0131 bir b\u00fct\u00fcn olu\u015fturur. Dilin \u00f6zelliklerini olu\u015fturan toplumsal ruhsall\u0131k, toplumsal ruhsall\u0131\u011f\u0131n \u00f6zelliklerini olu\u015fturan da elbet co\u011frafi, ekonomik ve benzeri etkenlerdir. Ve O&#8217;na g\u00f6re &#8220;her toplum benimsedi\u011fi dilden genellikle ho\u015fnuttur&#8221;.<\/p>\n\n\n\n<p>Dil ara\u015ft\u0131rmalar\u0131na y\u00f6nelen t\u00fcm okullar ve ak\u0131mlar sonradan Saussure&#8217;nin a\u00e7t\u0131\u011f\u0131 bu yoldan ilerlediler. Daha sonralar\u0131 Amerikan dilbilimcisi Noam Chomsky dil biliminde yeni ufuklar a\u00e7t\u0131.<br>***<br>Alman d\u00fc\u015f\u00fcn\u00fcr Leibniz, &#8220;dil, zihnin aynas\u0131d\u0131r&#8221; der, neden?<\/p>\n\n\n\n<p>Bir ulusu ulus yapan etmenlerin ba\u015f\u0131nda dil gelir: Uluslar dilleriyle birlikte geli\u015fir, ilerlerler.<\/p>\n\n\n\n<p>Orta\u00e7a\u011fda H\u0131ristiyan \u00fcmmetinin ortak k\u00fclt\u00fcr dili Latince&#8217;ydi. R\u00f6nesans&#8217;la birlikte, Avrupa&#8217;da H\u0131ristiyan \u00fcmmetinin birle\u015ftiricili\u011fi \u00e7\u00f6z\u00fclmeye ba\u015flad\u0131. Frans\u0131z Devrimiyle de uluslar birer birer kendi \u00f6zelliklerini, kendi dillerini geli\u015ftirmeye giri\u015ftiler ve Latince ikinci s\u0131raya d\u00fc\u015fmek zorunda kald\u0131.<\/p>\n\n\n\n<p>Ulusal diller halklar\u0131n g\u00fcnl\u00fck anla\u015fma dili olmalar\u0131n\u0131n \u00f6tesinde, birer d\u00fc\u015f\u00fcnme ve bilim dili oldular. Ulusal benli\u011fin uyand\u0131\u011f\u0131 toplumlarda, hep yabanc\u0131 \u00f6\u011felerden ar\u0131n\u0131p toplumun tarih i\u00e7inde olu\u015fmu\u015f kendi \u00f6z de\u011ferlerini ortaya \u00e7\u0131karma e\u011filimi belirir. Bu do\u011frultuda ve sonunda ulusal k\u00fclt\u00fcr dilini kurmada gerekli olan gere\u00e7leri elde etmek i\u00e7in; halk dilinden derlemeler, eski metinlerden taramalar yap\u0131l\u0131r. Bu i\u015fleri d\u00fczenli olarak y\u00fcr\u00fctmek i\u00e7in de Bat\u0131&#8217;da h\u00fck\u00fcmetlerin destekledi\u011fi dil dernekleri ya da akademileri kurulur.<\/p>\n\n\n\n<p>\u0130slam \u00fcmmetinin ortak k\u00fclt\u00fcr dili, Kur&#8217;an dili Arap\u00e7a olmas\u0131 nedeniyle, Cumhuriyettin kurulmas\u0131yla birlikte bizde T\u00fcrk\u00e7\u00fcl\u00fc\u011f\u00fcn Esaslar\u0131&#8217;n\u0131 yazan Ziya G\u00f6kalp&#8217;in bile bilim terimlerinde Arap\u00e7a&#8217;ya ba\u015fvurulmas\u0131 gerekti\u011fini s\u00f6ylemesine ra\u011fmen; bizzat Atat\u00fcrk&#8217;\u00fcn emir ve \u00e7ok y\u00f6nl\u00fc katk\u0131s\u0131yla kurulan T\u00fcrk Dil Kurumu vas\u0131tas\u0131yla Bat\u0131n\u0131n kavramlar sistemati\u011fini kar\u015f\u0131layacak bir dil olu\u015fturulmas\u0131 i\u00e7in, yani T\u00fcrk dili i\u00e7in yo\u011fun bir \u00e7al\u0131\u015fma ba\u015flat\u0131ld\u0131. Tabi bundan \u00f6nce, 1924&#8217;te \u00d6\u011fretim Birli\u011fi yasas\u0131 \u00e7\u0131kart\u0131ld\u0131. 1928&#8217;de T\u00fcrk\u00e7e &#8220;Resmi Dil&#8221; olarak kabul edildi. 1929&#8217;un ilk g\u00fcn\u00fc de, Latin Harfleri kabul edildi.<\/p>\n\n\n\n<p>Bu kabullerin ard\u0131ndan yo\u011fun bir faaliyete ge\u00e7ildi. \u00d6rne\u011fin: Ergani&#8217;de gen\u00e7ler ilk olarak 1932 y\u0131l\u0131nda Ergani Gen\u00e7ler Birli\u011fi ad\u0131 alt\u0131nda bir araya geldi\u011finde; sporun yan\u0131nda, m\u00fczik ve tiyatro ve k\u00f6yc\u00fcl\u00fck kollar\u0131 gibi k\u00fclt\u00fcrel faaliyetlere giri\u015fti. Bu \u00e7al\u0131\u015fmalar\u0131n bir par\u00e7as\u0131 olarak Ergani&#8217;de konu\u015fulan mahalli T\u00fcrk\u00e7e kelime ve deyimleri derleyip Dil Kurumu&#8217;na g\u00f6nderdi. Benzer \u00e7al\u0131\u015fmalar o zamanlar hemen hemen t\u00fcm il ve il\u00e7elerde yap\u0131ld\u0131. (Ne yaz\u0131k ki, Ergani Gen\u00e7ler Birli\u011fi&#8217;nin derledi\u011fi bu \u00e7al\u0131\u015fman\u0131n bir \u00f6rne\u011fini bulunamad\u0131m. Ergani&#8217;de veya ba\u015fka yerlerde acaba bir \u00f6rne\u011fi bulunur mu? Bilemiyorum, ara\u015ft\u0131rmak laz\u0131m.)<\/p>\n\n\n\n<p>T\u00fcrk\u00e7e i\u00e7in bunlar yap\u0131l\u0131rken, sosyal geli\u015fmenin do\u011fas\u0131na ayk\u0131r\u0131 olmas\u0131na kar\u015f\u0131n, ba\u011f\u0131ms\u0131zl\u0131k sava\u015f\u0131nda ve Cumhuriyetin kurulu\u015funda T\u00fcrklerin yan\u0131nda temel unsur olan K\u00fcrtlerin kendi ana dilleri i\u00e7in yasaklama getirildi ve K\u00fcrt dilini yok sayma yolu se\u00e7ildi. Ya\u015fama hakk\u0131ndan sonra en temel insani hak olan ana dilinde konu\u015fma ve yazma yasakland\u0131. Sonra da; &#8220;e\u011fitimin temel ilkesi olan kara bilgisizli\u011fin giderilmesi&#8221;, &#8220;\u00fclkemiz i\u00e7inde uygar d\u00fc\u015f\u00fcncelerin, \u00e7a\u011fda\u015f ileriliklerin vakit yitirmeksizin yay\u0131lmas\u0131 ve geli\u015fmesi&#8221; beklenmeye ba\u015fland\u0131!
