Ancak bu geli\u015fmenin \u00e7evresel maliyeti \u00e7ok y\u00fcksek olmu\u015ftur; h\u0131zla artan \u00e7evresel bask\u0131lar, sorunlar d\u00fcnyam\u0131z\u0131n baz\u0131 b\u00f6lgelerinde ya\u015fam\u0131 tehdit eder bir duruma getirmi\u015ftir. \u015eimdi do\u011faya h\u00fckmetme al\u0131\u015fkanl\u0131\u011f\u0131 art\u0131k terk edilmeye, ulusal ve uluslararas\u0131 \u00f6l\u00e7ekte \u00e7evrenin iyile\u015ftirilmesi konular\u0131nda \u00e7ok de\u011fi\u015fik ciddi  \u00e7al\u0131\u015fmalar ba\u015flat\u0131ld\u0131.<\/p>\n\n\n\n<p>\u00c7evrenin korunmas\u0131, geli\u015ftirilmesi ve iyile\u015ftirilmesi konular\u0131nda verilen u\u011fra\u015f\u0131lar\u0131n amac\u0131, insanlar\u0131n daha sa\u011fl\u0131kl\u0131 ve daha g\u00fcvenli bir \u00e7evrede ya\u015famalar\u0131n\u0131 sa\u011flamakt\u0131r.<\/p>\n\n\n\n<p>\u00c7evreyi kirleten insan oldu\u011fu gibi, \u00e7evrenin korunmas\u0131 ve iyile\u015ftirmesini sa\u011flayacak olan da yine insan\u0131n kendisidir.<\/p>\n\n\n\n<p>\u00c7evre konusunda ba\u015far\u0131l\u0131 sonu\u00e7lar al\u0131nmas\u0131, ancak insan kayna\u011f\u0131n\u0131 geli\u015ftirmekle m\u00fcmk\u00fcnd\u00fcr.<\/p>\n\n\n\n<p>\u0130nsan kayna\u011f\u0131n\u0131 geli\u015ftirmek, insanlara gerekli bilgi ve becerilerin kazand\u0131r\u0131lmas\u0131 ile ba\u015far\u0131labilir. Bunlar\u0131n sa\u011flanmas\u0131n\u0131n en \u00f6nemli ara\u00e7lar\u0131ndan biri e\u011fitimdir.<\/p>\n\n\n\n<p>E\u011fitim; ara\u015ft\u0131rma, geli\u015ftirme ve \u00fcretim s\u00fcre\u00e7lerinde, zaman ba\u015fta olmak \u00fczere, madde ve enerji kaynaklar\u0131n\u0131n ve ekonomik potansiyelin verimli kullan\u0131larak de\u011ferlendirilmesi, s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma, temiz \u00e7evre ve sa\u011fl\u0131kl\u0131 ya\u015fam hedeflerine hizmet edecek ana etkendir. \u00c7evre e\u011fitimi ise, bireylerde \u00e7evre bilincinin geli\u015ftirilmesi, \u00e7evreye duyarl\u0131, olumlu, kal\u0131c\u0131 davran\u0131\u015f de\u011fi\u015fikliklerin kazand\u0131r\u0131lmas\u0131; do\u011fal, tarihi, k\u00fclt\u00fcrel, sosyo-estetik de\u011ferlerin korunmas\u0131, aktif kat\u0131l\u0131m sa\u011flanmas\u0131 ve sorunlar\u0131n \u00e7\u00f6z\u00fcm\u00fcnde g\u00f6rev alma olarak tan\u0131mlanabilir.<\/p>\n\n\n\n<p>\u00c7evre e\u011fitimi, insan\u0131n do\u011fdu\u011fu andan itibaren ba\u015flay\u0131p, \u00f6lene kadar al\u0131nmas\u0131 ve uygulanmas\u0131 gereken bir s\u00fcrecidir.<\/p>\n\n\n\n<p>Sosyal, ekonomik ve teknolojik geli\u015fmelerin \u00e7ok h\u0131zl\u0131 seyretmesi, her g\u00fcn de\u011fi\u015fik t\u00fcrde \u00e7e\u015fitli \u00e7evre sorunlar\u0131yla kar\u015f\u0131la\u015f\u0131lmas\u0131 nedeniyle, \u00e7evre e\u011fitimi her ge\u00e7en g\u00fcn daha \u00e7ok \u00f6nem kazanmaktad\u0131r.<\/p>\n\n\n\n<p>Anayasam\u0131z\u0131n 56. maddesinde; &#8221; herkes sa\u011fl\u0131kl\u0131 ve dengeli bir \u00e7evrede ya\u015fama hakk\u0131na sahiptir. \u00c7evreyi geli\u015ftirmek, \u00e7evre sa\u011fl\u0131\u011f\u0131n\u0131 korumak ve \u00e7evre kirlenmesini \u00f6nlemek devletin ve vatanda\u015flar\u0131n \u00f6devidir &#8221; h\u00fckm\u00fc yer almaktad\u0131r. Anayasam\u0131z ve ona dayan\u0131larak \u00e7\u0131kart\u0131lm\u0131\u015f \u00c7evre Kanunu, \u00e7evrenin korunmas\u0131 ve geli\u015ftirilmesi i\u00e7in hem devlete hem de bireylere aktif kat\u0131l\u0131mlar\u0131 gereken bir \u00f6dev vererek, \u00e7evre hakk\u0131n\u0131 bir\u00e7ok geli\u015fmi\u015f \u00fclkede kabul edilen \u00e7a\u011fda\u015f bir yakla\u015f\u0131mla ele almaktad\u0131r. \u00d6n\u00fcm\u00fczdeki g\u00f6rev bu hakk\u0131 ya\u015fama ge\u00e7irmektir.<\/p>\n\n\n\n<p>Bu, bilin\u00e7lenmemizle olacakt\u0131r. Bireylerin \u00e7evre ile ilgili hak ve g\u00f6revleri konusunda \u00e7ok b\u00fcy\u00fck \u00f6nemi olan \u00e7evre bilincinin ve duyarl\u0131l\u0131\u011f\u0131n\u0131n geli\u015ftirilmesi i\u00e7in, \u00e7evre e\u011fitiminin ciddi bir \u015fekilde ele al\u0131n\u0131p uygulanmas\u0131 gerekmektedir. \u00c7evre sorunlar\u0131n\u0131 \u00e7\u00f6zme ve \u00e7evre bilincini geli\u015ftirmede en \u00f6nemli sosyo-k\u00fclt\u00fcrel etmen, birey ve toplumda \u00e7evre e\u011fitim bilincinin yer1e\u015fmesine ba\u011fl\u0131d\u0131r.<\/p>\n\n\n\n<p>\u00c7a\u011fda\u015f bir \u00e7evre bilincinin geli\u015fmesi i\u00e7in, \u00f6ncelikle;<br>-\u00c7ocuklar ba\u015fta olmak \u00fczere, her ya\u015ftan, her cinsten, her meslekten insanlara \u00e7evre e\u011fitimi verilmeli,<br>-\u00c7evre e\u011fitiminde insanlara \u00e7evre olgusu benimsetilmeli, boyun e\u011fme, korkutma gibi olgulardan ar\u0131n\u0131lmal\u0131,<br>-\u00c7evre e\u011fitiminde demokratik ve kat\u0131l\u0131mc\u0131 bir politika geli\u015ftirilmeli,<br>-\u00c7evre e\u011fitiminin temeli, ki\u015fisel sorumluluk e\u011fitimine dayanmal\u0131,<br>-\u00c7evre e\u011fitimi \u00f6n yarg\u0131l\u0131 ve kaderci de\u011fer yarg\u0131lar\u0131ndan ar\u0131nd\u0131r\u0131lmal\u0131,<br>-\u00c7evre e\u011fitiminin bir demokrasi e\u011fitimi oldu\u011fu ger\u00e7e\u011finden hareket edilmelidir.<\/p>\n\n\n\n<p>\u00c7evre e\u011fitiminde ba\u015far\u0131l\u0131 olmak i\u00e7in; e\u011fitime ilkokullardan ba\u015flanmal\u0131 ve t\u00fcm okullar\u0131n ders programlar\u0131na \u00e7evre konusunu i\u015fleyen, \u00f6\u011frencilere do\u011fa sevgisi veren konular konmal\u0131d\u0131r. \u00c7evreye ili\u015fkin e\u011fitim okul s\u0131ralar\u0131nda kalmama1\u0131, \u00f6\u011frencilerin do\u011fayla i\u00e7 i\u00e7e ya\u015famalar\u0131n\u0131, geziler d\u00fczenlemelerini, do\u011fay\u0131 incelemelerini sa\u011flay\u0131c\u0131 programlar uygulanmal\u0131d\u0131r. Okul d\u0131\u015f\u0131 yeti\u015fkinlere y\u00f6nelik e\u011fitim de ise, sivil toplum \u00f6rg\u00fctleri ve Milli E\u011fitim Bakanl\u0131\u011f\u0131 m\u00fc\u015fterek e\u011fitim programlar\u0131 geli\u015ftirip uygulamaya konularak, bireylerde ve toplumda \u00e7evre sorumlulu\u011fu geli\u015ftirilmeye \u00e7al\u0131\u015f\u0131lmal\u0131d\u0131r. Silahl\u0131 Kuvvetlerinde erler de \u00e7evre konusunda e\u011fitilmelidir. Silahl\u0131 Kuvvetlerinde verilecek \u00e7evre e\u011fitimin \u00e7evre sorunlar\u0131n\u0131n \u00e7\u00f6z\u00fcm\u00fcnde \u00e7ok \u00f6nemli bir i\u015fleve sahip olaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyorum. Kaliteli bir \u00e7evre ve kaliteli bir toplum i\u00e7in, bu e\u011fitimlerin yap\u0131lmas\u0131 art\u0131k toplumsal bir gereksinimdir.
