Metin Yeldan taraf\u0131ndan A\u011fustos 1990&#8217;da, \u0130stanbul \u0130li Umuma H\u0131fz\u0131s\u0131hha Meclisi&#8217;ne sunulmak \u00fczere haz\u0131rlanm\u0131\u015f ve ilgili makamlara sunulmu\u015ftur.<\/em><\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">I-Giri\u015f<\/h2>\n\n\n\n<p>Bug\u00fcn, T\u00fcrkiye&#8217;de kat\u0131, s\u0131v\u0131 ve gaz yak\u0131tlar\u0131n\u0131n her \u00fc\u00e7\u00fc de \u0131s\u0131tmada kullan\u0131lmaktad\u0131r. Yak\u0131tlar\u0131m\u0131z\u0131 se\u00e7erken ak\u0131lc\u0131 bir bi\u00e7imde de\u011ferlendirme yapmal\u0131, birey ve toplum olarak, k\u0131sa ve uzun vadeli d\u00fc\u015f\u00fcnmeliyiz. D\u00fcnya ve T\u00fcrkiye ger\u00e7e\u011fini her zaman g\u00f6z \u00f6n\u00fcnde bulundurmal\u0131y\u0131z, kendi \u00f6z kaynaklar\u0131m\u0131z\u0131, ekonomik durumumuzu, yak\u0131t\u0131 kullanman\u0131n ve teknolojisinin uzun vadelili\u011fini, d\u00fcnya politik dengelerinin de\u011fi\u015fkenli\u011fini ve d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n olumsuzluklar\u0131n\u0131 dikkate alarak yak\u0131tlar\u0131m\u0131z\u0131 se\u00e7meliyiz.<\/p>\n\n\n\n<p>End\u00fcstri ve \u0131s\u0131tmada kullan\u0131lan fuel-oil, d\u00fcnya petrol rezervlerinin s\u0131n\u0131rl\u0131 olmas\u0131 ve b\u00fcy\u00fck \u00f6l\u00e7\u00fcde petrol ithaline ba\u011f\u0131ml\u0131 olmas\u0131 istenmeyen bir durum yaratmakta, pahal\u0131 olmas\u0131 ve ithal edilmesi ulusal b\u00fct\u00e7emize ek b\u00fcy\u00fck y\u00fck olmakta ve bu nedenle tesis, kurum ve aile b\u00fct\u00e7elerini sarsmakta. Fuel-oil kazanlar\u0131 tekrar linyit kazanlar\u0131na d\u00f6n\u00fc\u015ft\u00fcr\u00fclmektedir. Bunun yan\u0131nda h\u0131zl\u0131 kentle\u015fme hava kirlili\u011finin artmas\u0131na neden olmaktad\u0131r. K\u00f6m\u00fcr, c\u00fcruf ve k\u00fcl ta\u015f\u0131ma trafi\u011fi, bundan do\u011fan \u00e7evre kirlenmesi ve \u00e7irkin manzaralar\u0131 da unutmamak laz\u0131m.<\/p>\n\n\n\n<p>\u015eimdi de do\u011fal gaz bir umut olarak g\u00f6r\u00fclmekte ve bu konuda b\u00fcy\u00fck harcama ve \u00e7al\u0131\u015fmalar yap\u0131lmaktad\u0131r. Do\u011fal gaz rezervlerinin s\u0131n\u0131rl\u0131 olmas\u0131 -ki 20 y\u0131l oldu\u011fu s\u00f6yleniyor- yak\u0131t teknolojisinin do\u011fal gaza yeniden uyarlanmas\u0131, d\u0131\u015f \u00fclkelerden ithal edildi\u011fi i\u00e7in b\u00fcy\u00fck ekonomik ve politik riskler ta\u015f\u0131maktad\u0131r.<\/p>\n\n\n\n<p>T\u00fcrkiye linyit rezervleri ile Avrupa&#8217;da \u00f6nemli bir yere sahiptir. 1989 y\u0131l\u0131 T\u00fcrkiye linyit \u00fcretimi 42.137.000 ton olarak ger\u00e7ekle\u015fmi\u015f. Bunun %72&#8217;si termik santrallerde, %18&#8217;i end\u00fcstride, %10&#8217;da konutlarda yak\u0131t olarak t\u00fcketilmi\u015ftir.<\/p>\n\n\n\n<p>Ekonomik kalk\u0131nman\u0131n ve end\u00fcstriyel geli\u015fmenin temelinde enerji kullan\u0131m\u0131 yatmakta dolays\u0131yla; k\u00f6m\u00fcr t\u00fcketiminin artaca\u011f\u0131, \u00f6n\u00fcm\u00fczdeki y\u0131llarda \u00f6nemi giderek artan bir \u00e7evre sorununun ya\u015fanaca\u011f\u0131 sonucu ortaya \u00e7\u0131kmaktad\u0131r. Linyit k\u00f6m\u00fcrleri alternatif kaynaklar\u0131n k\u0131tl\u0131\u011f\u0131 veya pahal\u0131l\u0131\u011f\u0131 nedeni ile \u00fclkemizde \u0131s\u0131nmada en b\u00fcy\u00fck paya sahip enerji kayna\u011f\u0131d\u0131r.<\/p>\n\n\n\n<p>K\u00f6m\u00fcrlerin gerek termik santrallerde, gerekse end\u00fcstri ve \u0131s\u0131nmada enerji kayna\u011f\u0131 olarak kullan\u0131lmalar\u0131 s\u0131ras\u0131nda \u00e7evreyi m\u00fcmk\u00fcn olan en d\u00fc\u015f\u00fck d\u00fczeyde kirletmelerini sa\u011flamak amac\u0131yla kalitelerinin iyile\u015ftirilmesi zorunludur. Bunun i\u00e7in ocaktan \u00e7\u0131kart\u0131lan k\u00f6m\u00fcrlerin, k\u00fcl, nem, k\u00fck\u00fcrt ve tozlardan ar\u0131nd\u0131r\u0131lmas\u0131, di\u011fer taraftan toz k\u00f6m\u00fcr\u00fcn\u00fcn ise briketlenmesi sa\u011flanmal\u0131d\u0131r. Linyit rezervlerinin do\u011fru de\u011ferlendirilmesi, k\u00f6m\u00fcr d\u00f6n\u00fc\u015ft\u00fcrme stratejisini \u00e7ok iyi saptanmas\u0131 gerekmektedir. T\u00fcrkiye, y\u00fcksek kalorili k\u00f6m\u00fcr elde etmede k\u00f6m\u00fcr d\u00f6n\u00fc\u015ft\u00fcrme tesisi kurulmas\u0131 i\u00e7in yeterli linyit rezervlerine sahiptir.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">II-T\u00fcrkiye K\u00f6m\u00fcr Rezervleri<\/h2>\n\n\n\n<p><strong>Ta\u015fk\u00f6m\u00fcr\u00fc: <\/strong>\u00dclkemizde ta\u015fk\u00f6m\u00fcr\u00fc \u00fcretimi 1848 y\u0131l\u0131nda ba\u015flam\u0131\u015f,t\u0131r.1936 y\u0131l\u0131na kadar ta\u015fk\u00f6m\u00fcr\u00fc havzalar\u0131 daha \u00e7ok \u0130ngiliz-Frans\u0131z sermayeli yerli ve yabanc\u0131 \u015firketlerin denetiminde olmu\u015ftur. Bug\u00fcn, TK\u0130 taraf\u0131ndan i\u015fletilmektedir. Zonguldak ve \u00e7evresinde 10.000 km<sup>2 <\/sup>&#8216;lik bir alana yay\u0131lm\u0131\u015f olan ta\u015fk\u00f6m\u00fcr\u00fc havzas\u0131, Ere\u011fli&#8217;den ba\u015flayarak; Kandilli, Kozlu, Zonguldak, Amasya, Azdavay ve S\u00f6g\u00fct\u00f6z&#8217;\u00fcne kadar uzanmaktad\u0131r. Sonu\u00e7 olarak \u00e7\u0131kart\u0131labilir ta\u015fk\u00f6m\u00fcr\u00fc rezervimiz 550 milyon tondur.<\/p>\n\n\n\n<p>Ta\u015f k\u00f6m\u00fcrlerimizin ortalama fiziksel ve kimyasal \u00f6zellikleri a\u015fa\u011f\u0131da Tablo&#8217;da g\u00f6sterilmi\u015ftir.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img fetchpriority=\"high\" decoding=\"async\" src=\"https:\/\/www.uzulmez.site\/wp-content\/uploads\/2023\/05\/a.jpg\" alt=\"\" class=\"wp-image-4845\" width=\"837\" height=\"342\" srcset=\"https:\/\/www.uzulmez.site\/wp-content\/uploads\/2023\/05\/a.jpg 438w, https:\/\/www.uzulmez.site\/wp-content\/uploads\/2023\/05\/a-300x123.jpg 300w\" sizes=\"(max-width: 837px) 100vw, 837px\" \/><\/figure>\n\n\n\n<p>\u00dclkemizin ta\u015fk\u00f6m\u00fcr\u00fc rezervleri s\u0131n\u0131rl\u0131d\u0131r. Ta\u015fk\u00f6m\u00fcr\u00fc t\u00fcketimimizin \u00fclkemiz kaynaklar\u0131na dayand\u0131r\u0131lmas\u0131 i\u00e7in \u015fu \u00f6nerileri s\u0131ralayabiliriz;<\/p>\n\n\n\n<p>1-Rezerv arama \u00e7al\u0131\u015fmalar\u0131 yo\u011funla\u015ft\u0131r\u0131lmal\u0131d\u0131r.<\/p>\n\n\n\n<p>2- Yat\u0131r\u0131mlar\u0131n planl\u0131, uzun vade i\u00e7in ger\u00e7ekle\u015ftirilmesi, haz\u0131rl\u0131k ve \u00fcretim projelerinin yeniden ele al\u0131nmas\u0131 gereklidir.<\/p>\n\n\n\n<p>3-Ta\u015fk\u00f6m\u00fcr\u00fc havzas\u0131n\u0131n tektonik y\u00f6nden \u00e7ok ar\u0131zal\u0131 bir yap\u0131 g\u00f6stermesinden; makine, ara\u00e7, gere\u00e7 y\u00f6n\u00fcnden bilim ve tekni\u011fin gerekti\u011fi bi\u00e7imde \u00fcretim modelleri geli\u015ftirilmeli, \u0130ngiliz-Frans\u0131z \u015firketlerinden kalan ilkel \u00fcretim \u015fekillerine son verilmelidir.<\/p>\n\n\n\n<p>4-Teknik elaman ve i\u015f\u00e7ilerin meslek e\u011fitimi, i\u015fyerlerinden ve i\u015fba\u015f\u0131nda etkin bir bi\u00e7imde yap\u0131lmal\u0131, \u00f6zellikle teknik personelin teknik donan\u0131m\u0131 sa\u011flanmal\u0131d\u0131r.<\/p>\n\n\n\n<p>5-Kokla\u015fabilir k\u00f6m\u00fcrle kokla\u015fabilir linyitlerin kar\u0131\u015ft\u0131r\u0131lma olanaklar\u0131 ara\u015ft\u0131r\u0131lmal\u0131d\u0131r.<\/p>\n\n\n\n<p>(Bu \u00f6neriler ayn\u0131 zamanda linyitlerimiz i\u00e7inde ge\u00e7erlidir.)<\/p>\n\n\n\n<p><strong>Linyit: <\/strong>T\u00fcrkiye yakla\u015f\u0131k olarak 8,5 milyar ton linyit rezervi ile Avrupa \u00fclkeleri aras\u0131nda 5. s\u0131rada yer almaktad\u0131r. Elbistan d\u0131\u015f\u0131nda toplam rezervin %20&#8217;sine sahip olan TK\u0130 \u00fcretiminin %76&#8217;s\u0131n\u0131; rezervin %80&#8217;nine sahip olan \u00f6zel sekt\u00f6r ise, \u00fcretimin %24&#8217;n\u00fc ger\u00e7ekle\u015ftirmektedir.<\/p>\n\n\n\n<p>Linyit yataklar\u0131m\u0131z b\u00f6lgelere g\u00f6re (1976 verilerine g\u00f6re) \u015f\u00f6yledir:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>B\u00f6lge: Trakya, Marmara, Bat\u0131 Anadolu B\u00f6l. Linyit rezervlerimizin toplam \u0131s\u0131 de\u011feri: 10,245&#215;10<sup>6<\/sup> K.Cal\/kg d\u0131r.<\/p>\n\n\n\n<p><strong>Nem Durumu: <\/strong>Nem oranlar\u0131 genellikle y\u00fcksektir D\u00fcnyada nem oran\u0131 %15 ve daha d\u00fc\u015f\u00fck olan linyitler de\u011ferli linyitler olarak i\u015flem g\u00f6rmektedir.<\/p>\n\n\n\n<p><strong>K\u00fck\u00fcrt Durumu: <\/strong>\u00dclkemiz linyitlerinin \u00e7o\u011funda hava kirlili\u011fine neden olan maddelerden k\u00fck\u00fcrt normalin \u00fczerine bulunmaktad\u0131r. Linyitlerimizin \u0131s\u0131l de\u011feri \u00e7ok d\u00fc\u015f\u00fck oldu\u011fu i\u00e7in, birim enerji \u00fcretiminde daha fazla yak\u0131lmalar\u0131 gerekmektedir. Bu durum SO<sub>2<\/sub>, NO<sub>x<\/sub>, toz ve hidrokarbon emisyonlar\u0131n\u0131 art\u0131r\u0131c\u0131 bir etkendir.<\/p>\n\n\n\n<p>2. K\u00fck\u00fcrt i\u00e7erikleri y\u00fcksektir. Azot i\u00e7erikleri D\u00fcnya ortalamalar\u0131ndan (\u0131s\u0131l de\u011fer baz\u0131nda), daha y\u00fcksektir.<\/p>\n\n\n\n<p>3. K\u00fcl ve nem i\u00e7erikleri y\u00fcksektir. Y\u00fcksek k\u00fcl miktar\u0131 \u00f6zellikle kat\u0131 at\u0131k sorununu ve toz emisyonu art\u0131rmaktad\u0131r. B\u00fcy\u00fck kentlerde k\u00fcllerin ta\u015f\u0131nmas\u0131 ayr\u0131 bir maliyet getirmekte. Belediye hizmetlerinde, k\u00fcl ve curuf b\u00fcy\u00fck sorun olmakta, \u00e7\u00f6p arabalar\u0131n\u0131n s\u0131k\u0131\u015ft\u0131rma pistonlar\u0131n\u0131 bozarak kent i\u00e7i \u00e7\u00f6plerin ta\u015f\u0131nmas\u0131nda engel olu\u015fturmaktad\u0131r. Nem ise, yanma esnas\u0131nda patlamalara neden oldu\u011fundan, patlama ile birlikte sirk\u00fclasyon yolu ile yanmam\u0131\u015f karbonlar\u0131da beraberinde atmosfere s\u00fcr\u00fcklemektedir. Bu da \u0131s\u0131 ve yak\u0131t kayb\u0131na neden olmaktad\u0131r.<\/p>\n\n\n\n<p>4. Linyitlerimizin \u00f6zellikleri rezervden rezerve oldu\u011fu kadar, ayn\u0131 rezerv i\u00e7erisinde de \u00f6nemli de\u011fi\u015fmeler g\u00f6stermektedir.<\/p>\n\n\n\n<p>5. Linyitlerimizin k\u00fcl yumu\u015fama s\u0131cakl\u0131klar\u0131 d\u00fc\u015f\u00fck oldu\u011fu i\u00e7in yanma verimi d\u00fc\u015f\u00fck olmakta. Y\u0131kama LAVVAR denilen k\u00f6m\u00fcr y\u0131kama tesislerinde ger\u00e7ekle\u015ftirilir. K\u00f6m\u00fcrden k\u00fcl denilen mineral maddelerin \u00e7e\u015fitli zenginle\u015ftirme y\u00f6ntemleri ile uzakla\u015ft\u0131r\u0131lmas\u0131 sayesinde yanabilir k\u0131s\u0131n oran\u0131 y\u00fckseltilir. K\u00f6m\u00fcr\u00fcn iyi bir \u015fekilde de\u011ferlendirilmesi ve kullan\u0131lmas\u0131, i\u00e7indeki olu\u015fumlar\u0131n tan\u0131nmas\u0131na, bilinmesine ve gerekti\u011finde birbirinden ayr\u0131lmas\u0131na ba\u011fl\u0131d\u0131r. Jigleme y\u00f6ntemi ince k\u00f6m\u00fcr kadar, iri k\u00f6m\u00fcr temizlenmesinde de \u00e7ok yayg\u0131n kullan\u0131l\u0131r. Jiglerde ay\u0131rma ortam\u0131 olarak hava kullan\u0131lmakta ise de, pratik olarak bug\u00fcn hemen hemen b\u00fct\u00fcn jiglerde ay\u0131rma ortam\u0131 olarak su kullan\u0131lmaktad\u0131r. Suyun p\u00fclsasyon hareketi, piston veya hava ile sa\u011flan\u0131r. A\u011f\u0131r ortam ay\u0131rmada, yer\u00e7ekimi ve hidrodinamik bas\u0131nc\u0131n yan\u0131 s\u0131ra, merkezka\u00e7 kuvvette etkili olmaktad\u0131r. Deister masalar\u0131nda en \u00fcst besleme boyutu 12,5 mm olmas\u0131na ra\u011fmen en alt besleme boyutu 0,1 mm ye kadar gidilebilmektedir. Kapasiteleri, ortalama 10-12 ton\/h\u2019d\u0131r.
